Stage I

  • Documentation Review A review of a client company’s management system documentation Shall be repeated if the duration has exceeded 6 months Corrective Action Plan to be reviewed, once accepted then Proceeds to Stage 2.
  • Stage 1 is excluded for Supply Chain Certification Standard (SCCS).

Stage II

  • Compliance Stage Shall be at least 7 days after the Stage 1 and not later than 6 months To evaluate the implementation, including effectiveness, of the client’s management system Stakeholder Consultation & Peer Reviewer. Corrective action for MAJOR not exceeding 3 months and corrective action plan for MINOR to be reviewed and accepted Granting of MSPO certification/ SCCS.
  • Stakeholder Consultation and Peer Reviewer is not applicable for SCCS.

Surveillance I to IV

  • First Surveillance not exceeding 12 months. Surveillance shall be conducted annually. Stakeholder consultation maybe conducted if got any arising issues occur during this stage To ensure continuing compliance of the company with MSPO /SCC Standard(s).
  • Stakeholder Consultation and Peer Reviewer is not applicable for SCCS.


  • To confirm the continued effectiveness of the client management system, its continued compliance with MSPO/SCC Standard(s) Stakeholder Consultation & Peer Reviewer Certification to be restore within 6 months provided that the outstanding recertification activities are completed. Otherwise at least a stage 2 audit shall be conducted. Correction and corrective actions to be implemented 30 days prior to the expiration of certification. NC’s must be closed out for recertification is granted.
  • Stakeholder Consultation and Peer Reviewer is not applicable for SCCS.

Granting of certification

Upon satisfactory aspect of the Certification process, the granting of certification will be will be made through:

Stage 2 /Re-certification/Expanding of scope  Stage: Certification Decision Panel & Peer Reviewers

Surveillance Stage : Certification Decision Panel

Certificates will be issued for each stages (Stage 2, Surveillance 1 to 4 & Re-certification) upon successful audit and compliance to the scheme requirements and CB procedures. 

Total of 5 certificates to be issued out for each certification cycle per client (certified). 

Refusing the certification

If the scope of work is outside the  DMC scope, then the certification shall be declined.

Special audits

DMC to conduct audits of certified clients at short notice to investigate complaints or in response to changes or as follow up on suspended clients.

Certificate suspension

DMC may be provisionally suspended for purpose including:

  1. Client has insistently or seriously failed to meet the MSPO certification/ SCCS criteria
  2. Client has not permitted DMC to conduct surveillance/re-assessment
  3. No visit has taken place within 18 months (1 years 6 months)
  4. Voluntary termination

Restoring certification

The suspended certification shall be restored if the issue that has resulted in the suspension has been resolved. Failure to resolve the issues that have resulted in the suspension in a time established (not more than 6 months) shall result in withdrawal or reduction of the scope of certification.

Certificate withdrawal

The certificates are withdrawn if the clients fail to comply to DMC Certification Agreement, failure to conduct a continual assessment visit within the timeframe.  Failure of the client to pay DMC invoices for services provided or a failure of the client to provide DMC auditors access to the certified facility for audit purposes may also result in withdrawal of the certification.

Cancellation of Certification

Cancellation of a certification arises when the client no longer wishes to sustain their certification with DMC. Cancellation occurs at the conclusion of an existing certification period and simply results in the certification not being continued.

Termination of Certification (due to serious/major findings) – actions which can affect DMC accreditation

DMC can initiate immediate termination of the certification if the client does not comply according to the list as below:

  1. MPOCC Scheme requirements (www.mpocc.org.my)
  2. MPOB requirements
  3. MSPO Standards (MS-2530 series & SCCS)
  4. DMC-Rules & Regulations (dima.my)
  5. DMC/QCA (Quotation & Certification Agreement)
  6. Activities/Actions which can affect DMC accreditation

Extension/ Expanding of scope

Application for extension/expanding of scope follow the similar rules as initial application for approval and only allowed when the organisation has already been certified. This may be conducted in conjunction with a surveillance audit or independent audit. Adding new scope is necessary when there is new activity, product or new location to be certified and meeting with the certification requirements.

Reducing the scope

The scope of certification shall be reduce to exclude the parts not meeting the requirements. The certified client has persistently or seriously failed to meet the certification requirements for those parts of the scope of certification the scope of certification shall be reduce to exclude the parts not meeting the requirements.


All complaints/appeals received from client (via email/writing and other means of electronic media) shall be recorded and the the validity of complaint/appeals shall be checked. Any complaint about a certified client shall be referred by DMC to the certified client in question at an appropriate time. Client’s appeal shall be forwarded to an Appeals Committee. Client shall be informed of the outcome of the appeal. 

These processes shall be subject to requirements for CONFIDENTIALITY.

Request for information 

Information of DMC clients and other certification activities can be request through email and writing. Any information request regarding the clients is subjected to client’s approval.

Non-discriminatory Conditions

DMC certification services is accessible to all applicants.

DMC shall not restrict its certification based on the size of the customer or enrollment of any affiliation or group, nor will certification be contingent upon the quantity of certification as of now issued.

DMC can decline to accept an application or maintain a contract for certification from a client when fundamental or demonstrated reasons exist, such as the client participating in illegal activities, having a history of repeated non-compliances with certification/product requirements, or similar client-related.

DMC shall confine its requirements, evaluation, review, decision and surveillance to those matters specifically related to the scope of certification.
